Themed ad units specifically target users in relevant locations, determined by their IP address. For example, a user in the United States might see colors and graphics appropriate for July 4th, while users around the world might see colors and graphics appropriate for New Year's Day.
Again, it's your choice and your side. You can enable or disable the themed ad units yourself. Simply log into your account and go to the My Account tab. On the Account Settings page, scroll down to the Ad Type Settings section and click Edit. You can now enable or disable themed ad units. Click save changes and you're done. The selection applies to all your Google Adsense ads.
